ISSUES AND CONCERNS 1. Existence of economic and social discrimination based on caste, religion, ethnicity and gender 2. Divisive politics of cultural nationalism & atrocities by the states: 3. Bomb and grenades attack on political leaders in various parts of Bangladesh 4. Arbitrary killings in the name of encounters in Bangladesh, Pakistan and Nepal 5. Regional networks of insurgents strengthening regional and national initiativesExistence of Muslim and Hindu fundamentalists RECOMMENDATIONS 1. Creation of People's Peace Commission and Civic Monitoring Mechanism 2. Develop a regional coalition to promote/strengthen culture of peace 3. Promote experience sharing mechanism for promoting peace 4. Declare Annual SAARC Peace day on December 8 5. Develop mechanism for ensuring participation of marginalized community members in decision making and peace building 6. Develop educational curriculum to minimize hostile behavior of citizens towards people of other countries The key thematic areas of the previous summits were highlighted. a. Reduction of disaster in South Asian nations and among communities (Because tsunami relief measures require improvement, marginalized people need to be put at the center, etc) b. Trafficking and human security (due to lack of empowerment, owing to vulnerability) c. Poverty, trade and globalization (globalizations and MNCs affecting the poor, non-transparency, privatization, reduction in agricultural areas and activities) d. Livelihood, gender and labor e. Governance (lack of decentralization of power, deplorable levels of participation of women, Dalits and marginalized groups) f.
